Monitor Outlook activity without Exchange Server

I have a customer who has a 5 PC network with a mixture of XP and Win7 machines on a Workgroup.  He is running Outlook on all PC's a each machine retrieves and stores its own email.  He is worried about staff leaking info and is looking some way of tracking what people do on Outlook.  When they logon, who they email, when they delete emails etc.

Is there anyway of doing this without exchange?

The email run in this way for most of us individuals would be private.  The only way I can see (and I have experimented with it on my own computer) is to run a packet sniffer and look at packets. This is not really a practical solution.

So two answers:
1. For Outlook run individually as per above: No.
2. Anyway, a person could print an email and cart information out, or even copy their PST file to a USB key and cart information out.
