Managed Network App

I’m managing a Win 2003 network with three servers and our operating budget has been shrinking with the economy. Is there a free or low cost app that provides monitoring of the servers and network that comes with Windows 2003 that would help in a proactive manner?

TheDude (http://www.mikrotik.com/thedude.php) is pretty good and works via SNMP and possibly WMI queries, all of which come with server 2003. It allows for SNMP traps, email and text/SMS alerts. It's also free and regularly updated.

Instead of managing the network, how about a low cost tool that reports on a server or two from an AD and operational view?
