Create OneNote 2010 Add-In

We have Office 2010 so I'm using OneNote 2010.

I know office programs like Word, PowerPoint, Outlook, and Excel, all have VSTO (Visual Studio Tools for Office) templates, making it really easy to create add-ins for those programs. OneNote does not have this.

I've read where you can create add-ins using Visual Studio, but we don't have this application.

Is there any way an add-ins can be created using Word's VSTO (for example) and then convert it to an Add-In and imported into OneNote.  I would need instuctions how to do this.  If this cannot be done, can anyone guide me to another way to create a OneNote add-in without using a third party application.

P.S.  I also know all about AutoHotKey, but my boss doesn't want me to go that route.

I hope someone else proves me wrong, but I'm not aware of any way or support in OneNote for the VBA type capability present in most other Office applications.  The only way I have seen that OneNote add-ons can be created is in Visual Studio.
