cisco 7942 phone on CME voicemail grayed out

I've had 2 brand new out-of-the-box 7942's do this on me now.

I configure the phone, extension, user, and voicemailbox.

When I hit the Message button, the "1. Voice Mail " option is grayed out.  If I hit 1 anyways, it says "that key is not active here"

On the first phone this happened, Cisco replaced the phone.  I can't believe I'd have 2 new phones fail the same way.

I've got 2 more 7942's on a CME router at a different branch in this network that have no issues.

I did have to make sure 8.5.4 firmware and not 9.x is in the tftp server.

Even though the firmware is on the tftp server, check to make sure what version firmware is actually on the phone. Did it upgrade, or error out with authentication error?
You might have to go to an intermediate firmware version before you can get to 8.5.4

i guess the problem may be coming from your configuration. Try to replace the new phone with your work one, double check the feature exist or not

firmware on tftp matches what the phone has.  I believe the phone came out of the box with the firmware that matched the tftp server.

Weird thing is I've had 4 new 7942's - 2 of which worked fine, 2 didn't.  One was replaced and worked fine with the replacement.  Now this is the 2nd doing the same thing.  Waiting for RMA from Cisco now.

Replaced the phone under warranty - works now.  (of 5 new 7942's, 2 have been returned with this condition - unusual for Cisco devices)

Started TAC case, replaced phone.  Replacement phone worked right out of the box.
