Avaya IP 500 Telework t1 provider account code timeout event

we have the avaya ip500 v.5.0(15) setup for teleworking. we originally had our t1 provider have long distance account codes setup when dialing out. after removing the account codes on the provider side the teleworking is not functioning. a user dials a number with the phone manager pro in teleworking mode, phone manager shows the call being trunked out to dial the remote worker's forwarding number (defined as a short code) but the remote worker either never receives a call or it rings for half a ring and then the call is terminated. i have done  trace with the monitor (attached) and it appears a Timeout event occurs when dialing the initial telework user (before it dials the dialed party and bridges the two calls).

figured the issue out, for some reason removing the account codes on the t1 provider side caused the provider to no longer accept local numbers with the preceeding 1. for example our short codes use to be A1404XXXXXXX now it only requires to be A404XXXXXXX.
