windows 7 start up problem

Hi, I have a windows 7 computer that doesn't start.  I've tried ALL the options to try to recover it
(F8 + safe mode, recover, etc...)
BUT I can't find the option to restart it to its ORIGINAL CONFIGURATION
I have made a backup of all my data, so I can erase everything.
The hard drive is the original WITH THE RECOVERY PARTITION, but I don't get the option to restore it.  In other computers, it does gives you that option, but not in this one :(

How can I do it.  I don't have the Windows 7 CD   Isn't it supposed to be in the recovery partition ?
