Try running the command prompt as admin (right click then run as admin)

Actually I have admin rights for my user account. Also, I was able to run this Regasm command a few days ago with my user account. I have no idea what has been changed recently. Is there anything else I can check to see the problem.

Thank you.
You being admin is different story in Vista/Win7. Try running it in as admin.
