creating the indian time into your table is easy enough, though the links mlmcc pointed to show the problems with day as well. Though not such a problem for your location.

what 'content' do you need converted ?  Are you after a lookup table or a script to modify data ?
Option Explicit

Function MakeIndiaTime(offsethours As Integer) As String

    Dim indiastart As Date, indiaend As Date
    Dim localstart As Date, localend As Date

    indiastart = TimeSerial(9, 0, 0)  '0900 am
    indiaend = TimeSerial(18, 30, 0)  '1830 = 6.30pm

    localstart = indiastart + TimeSerial(offsethours, 0, 0)
    localend = indiaend + TimeSerial(offsethours, 0, 0)

    MakeIndiaTime = Format(localstart, "HH:nn") + " - " + Format(localend, "HH:nn")
End Function

Should't  SanJose be 7.30 AM 4.30 PM
But now we get as 01:00 - 10:30

What San Jose are you referring to?
If it is the one in California (US) it should be 7:30PM (previous day) - 5:00AM
India - GMT+5:30
San Jose California (US) GMT - 8:00

So India to San Jose California (US) is India - 13.5

How is the Offset parameter set?

Need to subtract 5:30 from it.

If the India Time is India local you have to account for the India differnece with GMT.  The offsets in the spreadsheet are off GMT.
