You need to have the JAVA_HOME/bin on your path. I'm also thinking you need to have java JDK, I'm not sure rmiregistry will be in the JRE

I have it actually both in JDK and JRE bin folders:

C:\Program Files\Java\jre1.6.0_18\bin\rmiregistry.exe

C:\Program Files\Java\jdk1.6.0_26\bin\rmiregistry.exe
