The namespace root referrals are the domain controllers that are serving the namespace. Clients contact namespace servers to find the paths to the actual servers that contain the data files.

The targets are the shares that actually contain the data files.

Think of it like DNS and web servers. The namespace servers are link the DNS servers, and the referral targets would be the web servers themselves.
