Taking your blocks to start at zero (ie 0..7) then

Bi,j = coefficient of cos(pi/8(i+1/2)x)cos(pi/8(j+1/2)y) of F(x,y) as an expansion as a  DCT

Or equivalently

F(x,y) = (1/8)* Sum(i=0,7)Sum(j=0,7)( Bi,j *cos(pi/8(i+1/2)x)*cos(pi/8(j+1/2)y) )
