I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You need to sign up for a Paypal account (it's free) so you can get access to their developer code and tools.  That sample code in your link is from 2007.  I believe Paypal has current sample code that should be more accurate than that is.

Yes, that's part of it.  There are code samples there somewhere on one of the Developer pages.
