You can do it like this:

    Dim shelfx As String = "yourparamter(s) here"
    Process.Start("c:\sql_label.exe", shelfx)

Or like this:

        Dim shelfx As String = "yourparamter(s) here"
        Dim P As New Process
        P.StartInfo.FileName = "c:\sql_label.exe"
        P.StartInfo.WorkingDirectory = System.IO.Path.GetDirectoryName(P.StartInfo.FileName)
        P.StartInfo.Arguments = shelfx
