This file gets generated when we perform a restore.It helps to know the location of log and database file so that the log files can be replayed and it also helps to replay the other sequence of log files which are need to be replayed once the restored log files are replayed(if we restore an increamental backup)

And also if this file is of 0KB after restore, then your restore was not succesful
