OpenDNS runs a pretty good service.  http://www.opendns.com/business-solutions/small-medium-businesses/benefits/

you will need to remove administrator rights to your users so they can't change DNS settings for a workaround

Sonicwall provides a firewall with content filtering, this will let you see what your users are up to.

you can use this to block dns to any servers other than OpenDNS too
i have recommended this earlier to other people. refer to below link.

Spiceworks is the unltimate choice.

Do you want to monitor internet activity? Or both local machine+internet ?

Firstly, Are you using domain? If you have domain then you can set permission from domain Controller

Secondly, If you don't have a domain then you need to monitor traffic and configure your firewall to restrict sites

   a. If you use Cisco Router then you can install Net Flow analyzer to monitor monitor traffic
http://www.manageengine.com/products/netflow/
   b. You may implement transparent proxy for your LAN so that whatever data goes you can monitor from proxy
http://www.cyberciti.biz/tips/linux-setup-transparent-proxy-squid-howto.html
   c. If you can implement Mikrotik router then it's good.Because it has routing capabilities+Bandwidth     monitoring+managing+firewall+traffic monitor +graph etc.

And if you want monitor local activities into a computer then you have to install spytool like: Golden Eye.
Otherwise, unistall all the unwanted softwares/applications by administrator account.Create a limited account and restrict those applications/activities you want to restrict for that limited account. Then provide them limited account.
