If you use VIM to edit the CSV file and simply want to insert a 0 at the start of each line?

You could:

Launch vim, vi file.csv and then hit : 'colon' and type %s/^/0/g and hit enter.
Hopefully this is what you were looking for?

Let me know, thanks!

I was actualy looking to inser a zero at the start of the second CSV field, I have used ExCel to get this done but thanks for the vim option I'm sure I will use this in the future.
