Does Isolated Storage have to be restricted to a user?

I'm a little unclear.

Most of the articles I've googled say yes, users cannot share isolated storage files, but not all.  If it is always by user, why would they include "user" as one of the scope enumerations?  What effect does it have?  What happens if you use GetMachineStoreForApplication()?  Does "user" get tacked on automatically, whether you want it or not?

Have you experimented with the different scope levels to find out?  It is my understanding that isolated storage can be scoped to different levels.  If you are having issues, then you should explain how you are using isolated storage.
