how do I correct an mswsock. migrate winsock issue?

When my computer starts up I get this error message on the screen saying: "iho.exe"  -- "the procedure entry point mswsock.migrate winsock configuration could not be located in the dynamic link library"  

Can someone tell me how to correct this issue?

This looks like a virus. Do you have up to date virus scanners running? Boot up in safe mode,Try installing malwarebytes and run a scan to see if your infected.

yes, you are right, I do think i have a virus.  I descovered that no matter what I click on, whether it is a windows app or other software I get the same message.  Nothing will work on the computer.  I am going to wipe the drive clean and re-install.  Thanks for your help
