pervasive server engine accessing local files

I have a system that processes data on the server but uses tempory local files. This works fine with Pervasive Work Group but I can't get the Server engin to access local files. It forces me to create different  temp folders for each user on the server. This is slowing my system down.

How if possible can I access local files

Short answer is that you can't.  The Server engine can only access files on the server where it is running.  
You can either install the workgroup engine (and a license) on each client or change your application to process all data on the server.  Instead of creating different folder, why not just create a random filename for each user's temp file.

If I load the workgroup on the workstations will it still use the server engine when acessing files on the server. The problem with workgroup is the limitation of 5 users.
Yes, any files on the server will be accessed by the server engine (if it's running) while files on the local machine will be accessed by the workgroup engine.  
The workgroup 5 user limit is for files served by the workgroup (treating the workgroup engine like the client / server engine).
