How do I create a 18 month trend bar chart in Crystal Reports that displays months with no data

I am trying to create a 18 month trending bar chart.  My problem is that if a particular month doesn't have any data, the Month/Year axis label doesn't display.  I need to have all 18 month/year axis labels display even if there's no data for some months.  The bar would just not display any value for those months. scroll down to the 'Reporting on Data that Isn't There" section.
it should get you moving in the right direction.

If you check the chart expert there is a special 'Numeric axis' bar chart (which works with both numeric and date axes). This type of chart does have limitations against a standard bar chart (I'm unsure why).

Alternatively there's the calendar table. Create a table of all the dates in the periods you're working across (last year, this year and next year?) and left outer join from this table to your data. Then you'll have a row in the results for each day, even if there's no other figures. That's generally enough to force the report.

The Numeric Axis chart didn't work and Unfortunately, I can't add a table.  I am pulling the data out of a complaint application.
In what way does the numeric axis chart not work?

Is the column you are using for the axis actually a date?

It gives me the same results when using the bar chart
Hmmm, I don't think it would fill  in the dates at the bottom, but it should space them properly. Is the column actually a date?

Yes, it is complaint date by month
