Out of office does sent reply Exchange 2010 and Outlook 2010

Out of Office will enable in Outlook but will not send any reply messages to external email addresses.
I am using a workstation using office 2010.
I ran a test connectivity and noticed the OOF url is not accessible from the outside.

Does the OOF Url need to accessible from the outside in order for it so send outbound reply messages?

If you open up Exchange Management Console, then navigate to Org Config> Hub Transport> Remote Domains Tab> Default> Properties of Default> General Tab.

Make sure you have the Allow External out-of-office messages and legacy out-of-office messages enabled.
