Failure to Add to Distribution Group

Hello,

We are having a problem where a user cannot add people to a distribution group.  He has been added to the "Managed by" group in Exchange Management Console for the distribution group in question.  There are four total owners(users added to the "Managed by" group), however when I view the group from the user's global address list, it only shows one owner.  Perhaps that is simply the creator, although it says "owner".  I have personally tried logging in as the user and adding or removing a member will not work.

I think the "managed by" field is only informational. There are some discussion about it on the internet.
ex. http://exchangeshell.wordpress.com/2009/08/31/exchange-2007-managed-by-does-not-allow-user-to-change-add-or-delete-distribution-list-members/

IMO, the end-users are trying to use the Outlook to add\modify\edit the Distribution-List correct?

Thanks so much for your help with this. It is now working though OWA but still does not work though Outlook. This is okay however and good enough for us.
