Create l2tp tunnel vpn with out IPSEC on a Cisco ASA

I'm trying to figure out how to make or if Cisco even lets you make an L2TP client/server vpn connection with out IPSEC.

I am able to do this on a juniper but can't for the life of me figure out how to do it on a cisco asa running ios version 8.2.

Is this even possible on the cisco?

Only L2TP with IPsec is supported, native L2TP itself is not supported on ASA.
