Oracle grant privilege of INSERT/OBJECT CREATION

What are the instructions to grant the privilege of insert and object creation on a user A to another user B.
The user B has to have the privilege to INSERTand CREATE OBJECT on user A

- first login as User A. then execute the following:

- on create object:
grant create any table to userB;

- on insert into object:
grant insert on <tablename> to userB;

At the moment User A is a normal user.
It doesn't the privilege to execute such a statement.
I have access to a DBA account.
Should user A be a DBA?

to provide grants , you should be either owner of that object or you should have a role(sysdba or dba) which will have a super user rights.

if you have a super user account then you can simply login to dba user
and can grant privilege of any object or table to any user.

login to sysdba then
grant create table to user B;
grant select on userb.table to usera;

create any table means user can have right to create a table in any schema.

- hi diteps06, sorry for the late reply. the expert - wasimibm, already respond the right approach. login sys (as sysdba) or system user then grant the above mention steps. you can also use "grant create any table  to userB".
