In Exchange system manager

Expand Server
Then Your server
Expand protocols,
Expand SMTP

Right click the default SMTP server

Choose properties
Click on Access
Click on Relay
Add your IP 10.11.12.200
Apply it
Click ok, ok
Right click the Default SMTP server,
Choose stop
Right click it, then choose start

You should now be able to relay through it

Hope this helps
