Button functionality change between access 2007 and 2010, how do I now get the wizard?

I have a user who uses MS Access and we have come to an impasse.

He shows me how he adds a button on Access 2007 and once he drops the button some sort of wizard comes up and asks him what he wants the button to do.

When he does the same in 2010 this does not happen, the wizard does not appear.

Why is this, and how do I get the wizard to appear?

I myself do not use Access, so I have no idea what I am doing, but it seems like a pretty straight forward issue.

from the Controls group, click the drop down arrow and select  Use  Control Wizards
