Copying A Theme

I saw a great theme or wordpress design that i liked - how do I replicate that theme / site or parts of it (like the homepage)?

I tried just using "Save As" and choosing "complete" and then using those files. However, I am not getting the desired result.

What is the best method(s)?

You're not going to be able to get a complete theme by doing Save As and "Complete"  

At best, you will get the HTML/CSS/Javascript/Images that comprise that page but WordPress themes are much more complex than a single page of layout stuff.

The only way to do this is to know which theme is being used and obtain it normally.  If you view source on the page, you should see paths for various elements that link to the theme folder:

something/something/wp_content/themes/NAMEOFTHEME/file.css

Then Google for the name of the theme per the above.  If the site is using a completely original or a heavily customized version of an available theme, you are probably out of luck unless you talk to the site owner to ask if they will sell/give it to you.

What if It is a premium theme and I am able to obtain it?

Then, how exactly do I copy the homepage, or a certain page template, or sidebar or widget or navbar or slider or anything else I want from that theme?

What is the process/procedure to do that?

Then you are more than halfway there.  You'll still need to be able to rip up the code to move things over though.

We've been over this in your other questions on the same subject.  There is no one, true process because all of the above are located in different files and have different dependencies.  Widgets are generally found in functions.php, sliders/nav are usually located in header.php.  Page templates are page-templatename.php in the theme folder, etc. etc.

Without a solid understanding of WordPress theme structure, you have some work ahead of you.  Even with a solid understanding of theme structure, this is a non-trivial task.
