Is there an undelete feature built into a MacBook Pro running OS X?

One of my users deleted a file and then deleted it from trash.

Not that I know of. Data recovery is a headache. Best thing to do is:
1. Shut down the Mac immediately to prevent the file from being overwritten.
2. Restart it in 'Target Mode'; press letter-T on your keyboard.
3. When 2 is done, connect it to another Mac via a FireWire cable (also works with Thunderbolt).
4. Scan the hard disk with a data recovery program like

2. Restart the Mac in 'Target Mode'; press letter-T on your keyboard immediately after hearing the startup chime.
Another thought, before you get into the data recovery process:
- Is there a backup of the file? Does the Mac have Time Machine enabled?
