Problems to reassing the Master Operation Rol

When  try to pass the Master Operation Rol to another Domain controller, I have:

can not transfer the operations master role.
 FSMO operation failed request. Can not connect with current FSMO holder

I'm working in remote and I can't stop the actual Domain Controller the new Domain Controller is virtual and I can stop,

What Can I do?

Which FSNO role are you trying to move? Do NOT seize RID master if the old one is running or indeed will come back online.
Have you established where the FSMOs are? Are they on the 'actual' domain cotroller at all?
