Which purpose of Dreamweaver are you looking to replace?

There are a bunch of very good free WYSIWYG HTML editors (e.g. CoffeeCup)

There are a bunch of very good free IDEs (e.g. Aptana, Eclipse) that integrate with Frameworks (e.g. CodeIgnitor) to produce "easy" development.

What there is not is a combination of those into one tool like DW.  Granted, DW's "framework" is lambasted as awful and bloated (somewhat fairly) and most people will tell you to not use it to write applications but it can do it and it is easy for a beginner to pick up and use.
