For what industry? Service? Retail? Distribution ...etc?

How many users will be working on the system?

300$-400$ per user you mean =  Yes for Single user

Industry  =  The co is having stationery items for which they needs to maintain inventory by just manually keying in inventory and the system should take FIFO pricing on the stock ie first in first out inventory and stock will be updated with price on that basis.

How many users = One

Note : One thing very important the package should be one time cost and no annual maintenance fee .

QuickBooks will be more than enough for the above requirements, and won't exceed the 200$ per license.
Microsoft Office Accounting Pro 2008 is very good one also, but it's discontinued. Anyway, the 2008 has it all.

Where're you based? If in the Middle East, I can suggest more names.
