Internal domain application emails are going to junk e-mail folder

We don't have antispam agent installed on our hub servers.  wE have 4 hub servers for load balancing.  We upgraded our 2 hub servers from Windows 2000 to Windows 2008 and ever since our emails from internal applications are ending up in the junk -email.
If the antispam agent is not installed that means we are not content filtering right?  What would cause this?
We are on Exchange 2007 SP3

Your clients (Outlook) could still be processing as junk.

Most clients are non cache mode. Even adding the mydomain.com to the safesenders list it still goes to the junk e-mail.   Do you think I am missing a setting on the new hub servers?  I've checked the email header with an analyzer all the email are coming from the new hub servers and have an SCL 9.

Did you upgrade or build new servers? If you just upgraded the OS it should not make any difference.
Did you change anything else?

We build new servers.  Is it possible to bring these servers online without affecting anything else to see the settings?

if you built them new then maybe teh anti spam engine got enabled.

I made changes to the transport settings, for the changes to take affect do we need to restart the server?

In my Default receive connector I had Basic Authentication checked with Offer basic authentication with after starting TLS.  Do you think this would make a difference?
