unable to log into owa via internal network?

I no longer get the splash screen for logging into OWA.  Secondly, I have now noticed that when I attempt to log into the server from a internal computer... I am unable to access OWA.  

How do I resolve this?

Check the event viewer for any errors

You haven't provided much specifics, but if you're on 2003 you can try this procedure to reset the owa directories
