Most cost effective way to phone South Africa

My mother lives in SA. She has only a cell phone. I have a land-line and cell, and skype. What is the most cost effective way for both of us to phone each other. I do not want my mother to pay for minutes when I phone her.

Skype is the best if both of you have internet access and  Pc at both ends where each of you can create a free Skype account, download and install the Skype app. The app is free and there is no charge for the call. If both of you have a webcam on your desktop or laptopns, you can see each other during the converation also. You can't beat that.
You can also have skype on your mobiles if you have smartphones and call her via that for free.

Other options would be over for example MSN.
I must concur that Skype would be the best option, and here's why:
You incur the largest phone charge by over-the-air connections. In the old days of landline phones, you would basically pay based on distance, how many networks you had to cross, etc. With the advent of nationwide wireless plans (since all calls get routed through satellites anyway), it's just as easy in terms of technology to call someone across the country as it is cal call someone 4 feet away.

With the expansion of the Internet, or "Information Superhighway", and the advent of IP phones, you can basically call for free (or for a very small fee), as long as you can get on the Internet, which is now worldwide. So two users connecting via Skype are just connecting to the nearest Internet link.

Pretty cool, IMO.

Surely Skype is being stupid to allow this?
Is this just an appstore download, too?

They are not stupid. They get you hooked on the basic software and they try to sell you an upgrade for the premuim version with all the additional features normally used by a business.

It would be cheapest if she had a smart phone (iPhone, Android, etc). Otherwise, you could call her directly and still stay pretty cheap. If she has an old phone, you might want to price out a new one. Depending how much you call, the savings might cover the cost of the new phone.
