Update Rollup 6 for Exchange 2010 SP1 (KB2608646) fails to install

I am trying to install Update Rollup 6 for Exchange 2010 SP1. I have tried the update using both WSUS and manually using the .msp file. Each time the install fails. Both methods log the following errror in the application event log:-

Product: Microsoft Exchange Server - Update 'Update Rollup 6 for Exchange Server 2010 Service Pack 1 (KB2608646) 14.1.355.2' could not be installed. Error code 1603.

The manual .msp install appears to fail at the point that of stopping the exchange services and gives me the usual "Setup Wizard ended prematurely" message.

So far I have tried rebooting the server before running the update and manually stopping the Exchange services before running the update and YES I am running the update install with elevated privilleges.

We have two Exchange 2010 servers, one running the CAS and Transport roles, the other running the MB server and it is the MB server that I am having problems with.

I did have to cancel the orginal KB2608646 update as it started running on the MB server during the day due to misconfigured WSUS settings. The cancelled update appeared to get allot further as it has stopped the exchange services before I was able to cancel it. This makes me suspect that the rollback didnt cleanup correctly and has left something kicking about.

The exchangesetup and windowsupdate log files are proving less than helpful, I have attched them anyway.` LogFiles.zip

Certainly sounds like the Rollup didn't completely clean up correctly.  Install SP2?

Found this on the KB artical for rollupdate 6, so updates 1 - 5 need to be uninstalled if you have not done so.

Prerequisites

To apply this update, you must have the Exchange Server 2010 SP1 installed.

Note Remove all interim updates for Exchange Server 2010 SP1 before you apply this update rollup.

Still struggling with this one after numerous failed attempted updates. I have generated an installer log file with verbose logging configured (attached here) but its proving a real challenge because of all the false errors that the install generates.
Having discounted elevated privellage issues and .NET image issues my latest theory is that the problem may be when stopping the Exchange Services as the installer GUI issues the message "Stopping Services" just before it begins the rollback and fails.
From the ServiceControl.log file I identified some additonal services that I had missed in my original attempts and have manually stopped them before running the update again. The update fails again but I do see the following error message in the ServiceControl.log file, maybe this is enough to cause the install to fail :-
