vs 2005 application will not run on windows 7 64 bit

I have an application that runs fine on my winxppro sp2 machine. When I copy it to my windows 7 64 bit machine it says the following error. The machine has .net framework 4.0 and from what I've read its downward compatible to 2.0. I just say the program has encoutered a problem. I've set my compiler to comile to 'any version'.

Having the 4.0 framework is not enough... you should install the 'Microsoft .NET Framework Version 2.0' anyway..

Weird, i right clicked ran as administrator then uncheck run as administrator and it worked. Rebooted and it still works. Not sure why. Framework 4 only installed. This is a vb 2005 2.0 project and it works. Thanks anyway.
