Fastest SQL Server-based data center development platform?

Currently using MS Access to build constantly changing front ends to SQL Server DBs. What is the most efficient programming platform for data entry user interface development in 2012? C#, C++, WPF? Needs to be able to be constantly changed, by the day; which is why we use Access now. Leaning towards some type of winforms rather than web -based because of the constant changing, no down time requirements.
Info about any platform or development software that allows this is very appreciated.

2. Which platform you are profficient

C# winfrms is probably the fastest as there are the least design elements involved in form building. However some people really are faster with web front ends.

Also it really helps to buil the app for change, so modular and abstracted layers that function independently.

It has nothing to do with the tool you use and everything to do with you and your team's expertise.  Even Access may be "faster" than C#, if you and your team are more proficient with that tool.
