How can I add a Chinese character that is missing from the standard Chinese character set?

How can I add a Chinese character that is missing from the standard Chinese character set?

I'm translating a Chinese dictionary, and need to be able to copy and paste the Chinese characters. But some Chinese characters (very few), especially local variants for sub-dialects like Cantonese for example, are missing from the standard Chinese character set. And I can't write them with the Microsoft Chinese input method editor either.

Is there any way to add these missing characters to the character set used for writing Chinese?

I have Windows XP Pro SP3, 32-bit.
