How do I migrate emails and accounts from one exchange server to another?

The exchange sever in 1 domain: exchange.1.com is the source server which contains email accounts and emails. The target exchange server: exchange.2.com. Both email servers reside separately in their respected domains. At this point exchange.1 is forwarding to exchange.2 & the question is: what's the easiest way to transfer these accounts plus email to the exchange.2?
