Outlook sending emails without Body

Emails that are sent with an HTML body are sporadically sent without the body.

Exchange 2010 Version 14.1 Build 218.15
Outlook 2003 SP3
Blank emails, attachments go through but text in email body does not.  
HTML format.
Not consistent, cannot replicate.
Checked all add-ins.  Outlook not scanning outgoing email.
Email is blank in the senders sent items.

Is this with single user? If so, recreate the profile again, test it. At last recreate the user mailbox again.

It is actually with a multitude of users.  We know that it only happens on HTML formatted emails that have an attachment however, we cannot reproduce the issue every time even with using the same attachments that created the issue previously.

When a user has called in with this issue in the past we have re-created the profile however, since we cannot reproduce the issue each time we cannot guarantee that this resolves it.  On top of that fact two of the users we have done this with have once again had the issue again after their profile was recreated.

What about AV exclusion on Exchange servers? Is it setup correctly.

It was determined that the issue was with a third party application that we use to clean emails on send locally on the machine.  The vendor provided us with a patch for this issue and all is working well thus far.

The final solution ended up requiring us to contact our third party vendor for an industry-specific piece of software that we use in house.  In turn the vendor provided us with the patch which resolved the issue.
