UpdatePanel not working in IE8 and Safari

Is there some reason why an UpdatePanel would not work in IE8 and Safari?

It works fine in IE9, Firefox and Chrome.

Once I removed the UpdatePanel tags ...  the webpage began working in IE8 and Safari as well -- but obviously without the partial refresh in place it looks choppy with each page refresh.

Any ideas?
