Why does server say that i have a dynamic IP?

I'm attempting to install DNS on a new DC and i get the error message "This  computer has dynamically assigned IP address." but it only has one NIC and has a Static IP. it's a VMware VM. My other DC is also a VM (on a different physical server) and i didn't get this  error when i configured it.

The static IP assigned to it might be falling within the pool in a DHCP scope. You need to exclude that Ip or reserve it on the DHCP.
