All pop ups block on my laptop

I have been having a problem where everytime I click on a link in IE 8 on a web page if the link is a pop up the pop up is blocked which prevents the pop up from displaying.  I turned off the pop up blocker and this did not work.  This is my work laptop and there maybe a setting which is being pushed by a security policy that I do not know about.  This problem is preventing me from doing certain parts of my work.  I asked my companies tech support and they were unable to help me.  Is there something I can do or do you know if a security policy pushed to my computer could cause this to happen?  Is there some place on my laptop I can check to allow pop ups or at least see that a setting has been pushed to my laptop?

What happens if you press and hold the Ctrl key when you click the link.  That should bypass the popup blocker.

If not, also check to se if you have anthing like google or MSN toolbar etc installed, as these often have popup blockers.

This really brings up a number of questions: Is it just this one site? Is anyone else having issues on the site? Does the same thing happen regardless of location, i.e. can you connect from home and have the same thing happen?

It's also possible that the site might be optimized for IE9.

Are you getting any errors with the blocked pop ups?

Finally, I'm wondering if you have a virus or malware. Try running MBAM on your system to verify malware is not an issue.
