I am not sure if such a similar app exists in AppStore. So you may decide to develop it yourself. But you should payattention to these:
1- you can develop such an app, but it cannot work in background. Your app works only when it is open. If the user presses the home button your app immediately goes into suspend mode and will be unable to do anything including jailbroken devices until the user return to your apl again.
2- if you insist on performing this job even in background, you should notice you cannot do it on original iOS. But in jailbroken devices it is not impossible (you will override a frequently used API [like springboard's launchapp api], since the API will perform frequently you can execute your code there. Unfortunately you have to override many private APIs, I don't say it's impossible but it's so complicated and difficult. Because you need camera, web/socket/urlconnection APIs)
3- However if you plan to develop it you should have some objective-c/xcode skills. Since it is not a helloWorld app I cannot provide a simple snippet of code for you regarding this app, nor other experts. You can start iPhone development by googling "beginning iphone development"
