Volume Shadow Copy not working for individual files

I am running Windows Server 2008 R2 Enterprise edition and I have enabled VSS.  The VSS does run according to schedule and I am able to initiate Store Previous Versions but at the folder level only.  The Store Previous Versions at the file level does not show any previous versions (even though at the parent folder level I can restore that same file from previous versions).

Any thoughts?

If you view the Previous Versions tab on one of your files are you seeing, "There are no previous versions available"? If the file hasn't changed, there will be no previous version of the file. If it has changed, but not since the last VSS snapshot it could be that VSS cleared out older copies to make room for more current snapshots.
