How do I get rid of program which has infested my internet explorer site?

When I click on my internet browser Icon I get a full screen graphic which sas "Congragulations you have won a $1000 prize from Wal Mart. When I try to get rid of this fake message it is almost impossible except by shutting down using the star button on the computer.

You may need to run the following to get rid of the Malware. Please run them in the manner they are listed and make sure not to reboot unless scanning of all the tools are done.

1. Rogue Killer
2. MalwareBytes
3. TDSSKIller.

OOPS!!!! Should have said start button not star button
Start with an updated full virus scan and the an updated and full scan in Mlawarebytes.  Safe mode for the Malwarebytes might even be a better option.

Download TheKiller to your Desktop

Note that "TheKiller" is renamed as explorer.exe
Double click on it (If running Vista or Windows 7, right click on it and select "Run as an Administrator")
Press OK button after program finish.
Do not restart your system after this step. You then run other tools like MalwareBytes, TDSSKiller or ComboFix as already mentioned.

NOTE: If malware blocks TheKiller from running please try to run it several more times.

When running combofix, you need to disable your antivirus so it won't interfere with the scan. Do the scan in normal mode and post the log please.
If you only get his splash screen when launching IE, try running iexplorer -noext and then check what add-ons you have installed.
If you do not click on the shortcut but instead start iexplore through the start\run option do you still get this splash screen?

Then double check whether the short cut has been modified.

C:\WINDOWS\Downloaded Program Files
IS usually where the activeX addons are stored.

Your home page may have been changed to get this splash screen opened.
