It just has to do where the filter is loaded. <br />

This configuration provides you the advantage to load multiple ISAPI redirectors with independent configurations on the same server. If it is loaded at the Default Websites level, then it is a SERVER wide configuration. All websites will inherit the configuration. If you load it at the website level, it is only configured for that site.<br />
