On the right side of this rule I have a tools icon. Any details about this?

Since this is so old it and you are not the original question poster you should ask a new question but I'll answer it here regardless since it is related.
The tool icon on the right side of the rule under the Action column is simply informative and indicates what type of action the rule performs. For example, the Tools icon indicates the message is being changed or appended, etc. while the Folder w/blue arrow icon indicates that the rule is going to move or copy a message to another folder.
