Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

why would you want to, just curious? you need IE to access certain sites on windows xp like windows update
you have to go to add remove programs and then select Add/Remove Windows components -- you should see it in the list in the popup dialog to remove
This usually is not a good sign.  If service pack 3 is installed, you could try to remove it and see if IE8 RC1 will uninstall after that.  If you can't uninstall service pack 3 then you will probably have to reformat.  Microsoft had an issue with installing IE8 RC1 before service pack 3 that made it so you couldn't remove either of them.
