Cannot Shrink Windows 7 Drive

Hi,

Cannot Shrink Windows 7 Drive
I have a 500 Gb HDD with one C partition
I have 500+ machines like this send by a vendor.
When i shrink it shows just 4 Gb can be shrinked. Where as i have 400+ Gb free

Can anyone help how to fix this.?
Any registry values etc?
I did defragment the drive. Pagefile/System restore all these are disabled
